An Overview of the Digital Permit Processing in Honolulu Building Department

As of July 2023, the Honolulu Building Department has greatly advanced its DPP, primarily aimed at streamlining the permit application process for builders and developers while increasing transparency and efficiency. Implementation and Usage of the DPP

Since its inception, the DPP system has seen a substantial uptake among stakeholders. The DPP data shows that about 95% of all permit applications are now done digitally, reflecting the effective adoption and integration of the new technology. This translates to a significant decrease in the number of in-person visits to the Building Department offices and an associated reduction in paper waste.

Time Efficiency and Processing Speed

Notably, the time taken to process permits has been cut significantly. Before DPP, the average wait time for permit approval was approximately 60 days. However, as of the current data, the average time for permit approval has been reduced to roughly 20 days, a 67% decrease. This speedier process is largely attributable to the elimination of physical handling, which had been a major bottleneck in the system.

Transparency and Accessibility

The DPP system's transparency has been highly appreciated by the applicants. The system provides real-time tracking of the application, allowing applicants to see the exact stage of their permit processing. Moreover, the platform's accessibility has improved, with users able to submit applications at any time from anywhere, eradicating the need to visit physical offices during working hours.

Despite these remarkable strides, there are still areas for improvement. About 15% of users have reported difficulties in navigating the system, indicating the need for further user-friendly interface enhancements. Additionally, intermittent technical glitches have occasionally disrupted service, which needs addressing.
